DICHIARAZIONE UNIVERSALE
DEI DIRITTI DELL'ARTE(DUDDA)

membri del Comitato di Difesa del Museo del Cinema di Roma:

Preambolo
considerato
che ogni creativo ha i propri
diritti;
considerato
che il primato dell'arte
e della cultura sull'economia rende la tutela del diritto
all'arte e al sapere dell'uomo prioritaria di fronte ad ogni altro
interesse materiale ed economico;
considerato
che il riconoscimento da parte della specie umana del diritto alla
creatività e al sapere, fondato su Liberté,
Egalité, Fraternité, costituisce
il fondamento della coesistenza della vita nel Mondo;
considerato
che l’arte e la cultura vanno gestite dagli artisti e non dai mercanti e
dai tecnocrati;
considerato
che un concreto diritto di accesso
all'arte e alla cultura - inteso in rafforzativo quale diritto a non essere esclusi -
è fondamentale per l'elevazione dell'Uomo, il che si realizza
sostituendo l'attuale modello gerarchico a Piramide della società con la
nuova struttura Sferica di platonica memoria;
considerato
che all'autore dell'opera, portavoce del sapere e dell'arte espresse in
nome dell'Uomo in Grande, va riconosciuto il diritto
morale d'autore e solo un
limitato diritto di
sfruttamento commerciale, ciò
al fine di conciliare la creatività individuale col diritto economico e
morale di ciascuno di usufruire della sua opera;
considerato
che la primarietà dell'arte sull'economia comporta l'affermazione di un diritto
incondizionato all'espressione e all'informazione senza che alcuna
censura possa essere praticata;
considerato
in particolare che l'educazione alla
creatività e al sapere è il fondamento della disciplina della nuova
infanzia affinché impari a
osservare, a comprendere, a rispettare e amare il Mondo in uno spirito di
libera eguaglianza, gratuità e solidarietà delle opere;
considerato,
infine, che l'Utopia del Nuovo Mondo
è realizzabile soprattutto attraverso Internet e va coltivata sostituendo
al modello dell'Uomo Burocrate la figura dell'Uomo Artista.

1
Il Mondo è una Repubblica Democratica
fondata sull'Arte.
La sovranità appartiene agli Artisti
e al Popolo, che la esercitano nelle modalità indicate nella
Carta.

Il Mondo riconosce e garantisce i diritti inviolabili dell'Uomo
Artista, sia come singolo sia nelle formazioni sociali ove si svolge la
sua personalità.

Gli Artisti nascono uguali davanti alla vita e hanno gli stessi
diritti all'esistenza estetica, senza nessuna distinzione di sesso, di
razza, di lingua, di religione, di opinioni politiche, di condizioni
personali e sociali anche in relazione alla qualità delle opere tutte di
pari dignità.
E' compito del Mondo rimuovere gli ostacoli di ordine economico e
sociale, che, limitando di fatto la libertà,
l'eguaglianza, la fratellanza
degli Artisti, impediscono il pieno sviluppo della persona umana e
l'effettiva partecipazione di tutti gli Artisti all'organizzazione
politica, economica e sociale del pianeta.

Ogni Artista ha diritto al rispetto.
L'Artista ha il diritto di svolgere, secondo le proprie capacità e
la propria scelta, un'arte che concorra al progresso spirituale della
società.
Il Mondo garantisce a tutti gli Artisti il diritto al
riconoscimento della loro opera e promuove le condizioni che rendano
effettivo questo diritto.

L'arte e il sapere sono liberi e gratuiti, essendo consentite solo
limitate eccezioni alla gratuità con prezzi comunque accessibili al
popolo e particolarmente all'infanzia.

All'autore dell'opera è riconosciuto il diritto morale d'autore e
il mero possesso a nome altrui(detentio)
delle forme artistiche, con un ridotto diritto
di sfruttamento commerciale, senza che chicchessia possa vantare
alcuna proprietà assoluta sul prodotto artistico.
Ogni limitazione posta all'arte
e alla cultura dall'homo oeconomicus a fini puramente mercantili
costituisce un attentato all'arte e al sapere dell'umanità.

Tutti hanno pari diritto di manifestare liberamente il proprio
pensiero con la parola, lo scritto e ogni altro mezzo di diffusione senza
alcuna repressione penalistica di tale facoltà.
La pubblicazione di opere, la stampa, la televisione, internet
e ogni altro media diffusivo dell'arte e del sapere non possono
essere soggette ad autorizzazioni o censure.

Gli Artisti hanno il
diritto privilegiato e solidale
di gestire i mezzi di produzione, diffusione e distribuzione dell’arte e
del sapere.

Gli Artisti hanno uguale, concreto
e incondizionato diritto di accesso ai media pubblici e privati,
tutti compresi e nessuno escluso, in compartecipazione da garantire in
ogni caso col sistema della rotazione.

Gli Artisti hanno diritto all'equanime ripartizione degli spazi,
delle strutture e delle
sovvenzioni pubbliche da garantire in ogni caso col sistema della
rotazione.
Il Mondo riserva trattamenti privilegiati ai Mecenati che
privatamente e in maniera equanime sovvenzionano l'attività artistica.

Gli Artisti hanno il diritto alla Fratellanza e alla Cooperazione,
attuata attraverso associazioni di mutuo soccorso col compito di garantire
la loro vita materiale e spirituale.
Le associazioni di protezione e di salvaguardia degli Artisti
devono essere rappresentate a livello governativo.

PROCLAMA
Article 1
The World is one Republic Democratic, founded on the Art.
The sovereignty belongs to the Artists and the People, than they exercise
it in the modalities indicated in the Paper.
Article 2
The World recognizes and guarantees the inviolabili rights of the Man
Artist, is like single is in the social formations where carries out its
personality.
Article 3
The Artists are born equal in front of the life and have the same rights
to the aesthetic existence, without no distinction of sex, race, language,
religion, political opinions, personal and social conditions also in
relation to the quality of the works all of equal dignity.
It is task of the World to remove the obstacles of economic and social
order, than, limiting of fact the freedom, the eguaglianza, the
fratellanza of the Artists, they prevent to the full development of the
human person and the participation effective of all the Artists to the
political, economic and social organization of the planet.

Every Artist has straight to the respect.
The Artist has the right to carry out, second the own abilities and the
own choice, an art that concurs to the spiritual progress of the society.
The World recognizes to all the Artists the right to the acknowledgment of
their work and promotes the conditions that render effective this right.
Article 5
The art and the knowledge are free and free, being concurred limited solos
exceptions with the gratuità with accessible prices however to the people
and particularly to infancy.

To the author of the work it is recognized the moral right of author and
